Trade Union

The Trade Union of the Joint Institute for Nuclear Research is a public non-profit organization that monitors compliance with the existing labour laws.

The Union represents and defends the legitimate rights and interests of the Union members to the Employer and in the state and local governmental bodies, judiciary, public associations and other bodies and organizations of the Russian Federation.

It studies draft regulations on the matters affecting the interests of the Union members, contributes comments and proposals to the appropriate bodies, seeks the abolition of regulations that infringe upon the legitimate rights of the Union members.

The Union proposes measures on the social protection of the employees that become redundant as a result of reorganization or downsizing, monitors employment and compliance with the current legislation in the field of employment.

It participates in the settlement of collective labour disputes concerning the establishment and modifications in the employment conditions (including salary), conclusion, modification and implementation of the Trade Union collective agreement, agreements on social and labour issues.

It notifies the Director on the reasoned opinion of the Union on the establishment of the wage system, labour standards, forms of material incentive, size of wage rates (salaries) and seeks to fix the above-mentioned in the collective agreement.

The Union controls implementation of instructions functioning in JINR, regulations of standards and rules of labour protection, the state of labour protection at working places, participates in work of Commissions on investigations of industrial accidents. The Union controls compensations for injuries; it makes demands for correction actions.

The Union takes part in organization of summer recreation for children of the Institute’s staff, organizes participation of children of the staff in New Year festive events. Jointly with the city administration, the Union spreads subsidized prices for trips to the “Dubna” SPA and Resort Hotel, the “Ratmino” Resort Hotel, compensation of expenses for treatment in health resorts on the demand of doctors.

The Union participates in negotiations with JINR Directorate, concludes the collective agreement, oversees its implementation, and provides fulfillment of its obligations.

It participates in the negotiations and conclusion of a city tripartite agreement among the Administration of the city, trade unions and employers.

Membership

Any current employee of JINR or a non-working retiree of JINR that accepts the Charter of the Russian Trade Union of Employees in the Nuclear Power Industry and pays the membership fee can become a Trade Union member.

Financial Resources

The Trade Union Fund is formed on the basis of monthly membership fees by the Union members.

Monthly membership fees are set in the following amount:

  • 1% of the monthly salary for the working Union members;
  • 1% of the minimum wage rate in the Russian Federation for non-working retirees and women temporarily out-of-work.

The funds coming from the Trade Union membership fees are spent in accordance with the annual budget approved by the plenary meetings of the joint Trade Union Committee of JINR.

Structure

The supreme body of the Trade Union is the Conference. Elections of the Trade Union bodies and Chairman of the joint Trade Union Committee shall be held once every five years at the Conference. Reports by the Trade Union bodies are held annually at enlarged meetings and conferences.

The joint Trade Union Committee (TUC) elected at the Conference is the governing elected body reporting to the Conference. TUC elects the Presidium – elected executive Trade Union body.

The Conference of the joint Trade Union can be convened upon:

  • the decision of TUC;
  • the initiative of more than 1/3 of the TU members;
  • the decision of a superior TU body.

The Conference of the Joint Trade Union:

  • selects the main activities of the Union;
  • approves the reports by TUC and the Audit Committee;
  • elects 1/2 of the Social Insurance and Labour Disputes Committees. The other half of the members of these Committees are appointed by the Director of JINR.

Relations with JINR Directorate

The Chairman of TUC participates in the meetings of JINR Directorate, Committee of Plenipotentiaries, Scientific Council, and Finance Committee in an advisory capacity. The Union representatives must be included in the committees on certification of employees and on investigation of employment injuries. The Committees on the Trade Union collective agreement, social insurance, and labour disputes work on a parity basis with the representatives of the Directorate of JINR (equal representation). Relations with the Directorate – representatives of the Member States of JINR – are based on the collective agreement, which applies to all employees of the Institute. The representatives of TUC participate in all meetings of the national group leaders, representing the interests of Russian employees of JINR.

Public Relations

The Trade Union is part of the Russian Trade Union of Employees in Nuclear Power Industry (RTUENPI). RTUENPI is not part of the Federation of Independent Trade Unions of Russia (FITUR), but it is an associate member.

TUC is represented in the public council coordinating the activity of the city trade unions and in the city tripartite committee on regulation of social and labour relations.

Audit Committee

The Audit Committee is elected by and reports to the Conference of the Trade Union.

It conducts audits of:

  • execution of the Trade Union budget;
  • financial and economic activity of the joint Committee of the Trade Union;
  • preservation of funds and valuables, eligibility of expenditures;
  • management of caseflow, consideration of letters, complaints and petitions, etc.

Labour Disputes Committee

The Committee deals with individual labour disputes. It is formed with an equal number of representatives of the JINR staff and Directorate. The representatives of the staff are elected by the Conference of JINR employees. The Directorate representatives are appointed by the Director of JINR.

The procedure of consideration of individual labour disputes is regulated by the Labour Code of the Russian Federation and other federal regulations.

Social Insurance Committee

The Committee is formed with an equal number of representatives of the JINR staff and Directorate. The representatives of the staff are elected by the Conference of JINR employees. The Directorate representatives are appointed by the Director of JINR. The Committee deals with matters concerning expenditure of social insurance funds allocated for therapeutic resort treatment and recreation of JINR employees and their families; distribution of vouchers for therapeutic resort treatment, recreation, health (diet) meals purchased at the expense of the social insurance fund. It also deals with disputes on allocation of social insurance benefits.
