General information on collaboration

The Republic of Azerbaijan, as a part of the USSR, joined JINR according to the agreement signed on 26 March 1956. As a sovereign republic, Azerbaijan has been member-state of JINR since 1992. However, there have been connections with the national scientific centers and scientists of Azerbaijan during the whole history of JINR.

At present, there are 21 specialists of Azerbaijan and members of their families working at JINR, though the main part of the collaborating scientists does the research in the institutes of Azerbaijan, using the methods and developments of JINR and going on business to Dubna.

Fruitful scientific collaboration of Azerbaijani physicists and JINR scientists continues to develop and gives an opportunity to the scientists of Azerbaijan for the development of direct contacts with the major accelerating centers in the world.

The scientists of Azerbaijan are mostly interested in the subject area of theVeksler and Baldin Laboratory of High Energy Physics and the Frank Laboratory of Neutron Physics of JINR. However, during the last two years there has appeared a tendency towards broadening of Azerbaijan interests in JINR: since 2008 the scientists of Azerbaijan have been working in the Laboratory of Information Technologies; since 2009 the interest in the Frank Laboratory of Neutron Physics has revived. These are the laboratories of JINR where the scientists of Azerbaijan are mostly sent to work.

Two of seven themes on which the collaboration is realized are the following international projects:

Within the bounds of the STAR project the collaborators of JINR from Azerbaijan E.I.Shahaliev and M.K.Suleimanov have worked out a new different method of analysis of experimental data. They take an active part in the work with the students from the member-states as well as with the students from Pakistan. At present M.K.Suleimanov is away on a long-term business trip in Pakistan.

Plenipotentiary representative

The Plenipotentiary representative of the government of the Republic of Azerbaijan in JINR from 2017 to the present day is Mamedov Nazim Timur-oglu, Academician, Academician-Secretary of the Physical, Mathematical and Technical Division of the Azerbaijan National Academy of Sciences, Director of the Institute of Physics (ANAS).

Nazim Timur Mamedov was born on November 5, in 1953, in Baku. In 1975, he was graduated from the National University of Science and Technology “MiSiS” (formerly Moscow Institute of Steel and Alloys), in the specialty of “Semi-conductor and Dielectric”. In 1981, he got his philosophy degree, and in 1991 doctoral degree in Physics and Mathematics. In 2014, he was elected as the correspondent member of the Azerbaijan National Academy of Science. From 2013 till present, N.Mamedov has been the head of the Institute of Physics of the ANAS. In addition, in 2015, he was elected as an academician-secretary of the Physical. Mathematical and Technical department of ANAS.

N.T.Mamedov also is the chairman of the International Committee Conference of ICIMC and the member of the Japanese Society of the Applied Physics.

He has 4 certificates of copyrights and 2 patents in Japan.

Main scientific achievements:

  1. There has been developed and evaluated a node variety of news methods coherent and spectroscopic ellipsometry, allowing all 4 stokes parameters necessary for complete description of light nova state to be taken.
  2. There has been developed and evaluated a news analytical approach to the spectroscopy of light figures on the node variety of familiar optical and anisotropic materials. The given approach enables the relation of group and phase velocity of light waves in the medium to be determined. There has been made prediction and shown experimentally effect of collapse of light figures to zero in the medium of spatial dispersion of 1st order.
  3. On the base of quantum-mechanical calculations from the principles and regression analysis of spectroscopic phase-modulated ellipsometry data there has been surely recovered interband state density for optical transitions and dielectric function of need material class.
  4. By using peculiarities of thioqallat chalcogenides of various metals the basis for crating unique solid state laser of optical pumping and continuously tunable frequency in the range spreading violet and green regions of spectrum are developed.
  5. There has been revealed a node variety of materials of giant photo-thermo-deformation effect for crystal solid states. There has been developed the actuator controlled by light impulses of low amplitude and converting light energy to mechanical linear motions at a distance of nanometer up to several microns.
  6. As an example of familiar bismuth chalcoqenide semiconductors topological occupied states nearby Fermi level there has been shown the existence of high-lying unoccupied electron states of helical spin texture being characteristic of states topologically scatter-proofed from nonmagnetic defects and impurities.

Major scientific achievements

The Monte Carlo model of the interaction of hadrons with the light nuclei was created. The mechanisms of production of cumulative nucleons in hadron-nuclear interactions were found. The data from a complete collapse of the nuclei in nucleus-nucleus interactions were obtained and analyzed.

National groups

The languages of international communication at JINR are Russian and English. However, one can hear the speech in many languages in Dubna, including the languages of JINR member-states when the countrymen, the representatives of the same expatriates’ community (the national groups of JINR), meet each other.

Over the years of existence of JINR the national groups have developed their traditions, forms of cooperation and collaboration with other national groups. Their leaders, appointed by the plenipotentiaries of the JINR member-states play an organizing role in the life of national groups.

Being in constant contact with plenipotentiaries, embassies of member-states, JINR’s directorate and management services, they take part in the solution of the problems connected with the stay of their colleagues-countrymen and their families in Russia, with the organization of their life and leisure.

The Council of the leaders of the national groups meets periodically. The representatives of the Directorate and the services of the Institute are invited to its meetings. The agenda includes the discussion of the urgent problems of the collaborators from the member-states. Due to this, the Directorate is able to make adequate decisions in time.

On the occasions of major public holidays of the member-states the national groups arrange receptions. These festive events are held accompanied by art exhibitions, photo exhibitions, and enrich JINR staff members’ knowledge about the member-states, their people and culture.

On the initiative of the Azerbaijani, Kazakh and Uzbek national groups the annual spring festival “Novruz Bairam” with its oriental flair is celebrated at JINR. Of course, it can not do without the traditional pilaf
