International training programme for decision-makers in science and international scientific cooperation
JEMS – “JINR Expertise for Member States and Partner Countries”
Since 2016, the Joint Institute for Nuclear Research has been actively implementing the training programme for administrative and scientific personnel from research and educational organizations of JINR member states, associated members, and partner countries.
The training programme includes meetings with the JINR Directorate, a tour of the four main research complexes of the Institute, establishment of professional contacts with project leaders, daily lectures at the Visit Centre, as well as a Dubna sightseeing excursion.

JEMS is a training programme – “JINR Expertise for Member States and Partner Countries”, run by the Joint Institute for Nuclear Research in Dubna and targeted at administrators and managers of international projects in science and research in nuclear sciences and related disciplines.
JEMS trainings are held every 3-4 months. Working language – English. A Russian language training course is announced by a special notice.
The main objective of JEMS is to present JINR operating principles, research and educational programmes, user policies, as well as means and formats of participating in JINR activities. During 5 working days, participants are offered an exciting tour of JINR research infrastructure, presentations and review lectures delivered by top laboratory management and leading scientists, meetings and round-table discussions with JINR Directorate, as well as excursions around Dubna.
The following topics are milestones of a usual generic day-by-day JEMS Programme: Heavy Ion Physics and Accelerator Technologies; Neutron Applications and nano-world; Theory, Information, Education; Life Sciences on the Earth and Space; Neutrino.
JINR covers the cost of transfer from Moscow airports and railway stations to Dubna and back, as well as hotel booking at a special guest rate (USD ~35 per night).

- On 13 March 2024, the International Conference Centre of the Joint Institute for Nuclear Research hosted a round table as part of the JEMS-2024 Training Programme
- On 11 March 2024, a regular international training programme for administrative and scientific personnel (JEMS-24) began at the Joint Institute for Nuclear Research
- On 15 September 2023, a regular round table with the JINR Directorate summed up the results of the 23rd JINR International Training Programme (JEMS-23). For the first time, JEMS was specially organized for representatives of universities and research centres of the Republic of South Africa
- On 11 September 2023, a regular training programme, JEMS-23, started. The participants of the internship were Pradish Rampersadh, Executive of the Research and Innovation Group at the South African Nuclear Energy Corporation (NECSA) and Rudolph Nchodu, Deputy Director of the National Accelerator Centre of the country, iThemba LABS, as well as eighteen representatives of universities of the Republic of South Africa
- On 28 April 2023, a traditional round table with the Directorate of the Joint Institute, dedicated to the results of the 22nd JEMS international training programme, took place. Representatives of scientific centres and educational organizations from Egypt, Russia, South Africa, Tunisia, and Vietnam took part in the event. Representatives from Pakistan participated in the training programme for the first time. The signing of the Letter of Intent between JINR and the National Centre for Physics (NCP) of Pakistan was one of the results of the round table
- On 24 April 2023, the 22nd international training programme for decision-makers in science and international scientific cooperation “JINR Expertise for Member States and Partner Countries” started. Heads and specialists of national research and educational organizations from Egypt, Russia, South Africa, Vietnam are participants of JEMS-22. A representative of an international organization, the Arab Atomic Energy Agency, is taking part in the Training Programme. For the first time, representatives from Pakistan are participating in JEMS
- On 9 November 2022, participants of the JEMS-21 training programme, which was held last week, took part in a round table “Cooperation between JINR and universities. JINR information centres, educational programmes of the JINR University Centre”
- On 7 November 2022, a regular international training programme “JINR Expertise for Member States and Partner Countries” JEMS-21 started. This time participants of the programme are representatives of Russian educational institutions and scientific organizations. The geography of participants is very extensive. Representatives from Arkhangelsk, Moscow, Petropavlovsk-Kamchatsky, Rostov-on-Don, Tomsk, Tula, Vladivostok, Voronezh, and Yakutsk arrived in Dubna
- The results of the 20th JEMS Training Programme were traditionally summed up at a round table with the JINR Directorate, which took place on 18 February 2022. The current Training Programme brought together representatives of scientific and educational institutions of Armenia, Serbia, and Slovakia at the Institute’s site
- On 14 February 2022, a regular international training programme “JINR Expertise for Member States and Partner Countries” started. Participants of JEMS-20 are heads and specialists from research and educational institutions of Armenia, Slovakia, Serbia. A representative from North Macedonia takes part in the JEMS programme for the first time
- On 12 November 2021, at the traditional round table that concluded the 19th International Internship “JINR Experience for Member States and Partner Countries” (JEMS-19), participants noted the rich programme and stressed the importance of spreading information about the Institute
- From 8 to 12 November 2021, the Joint Institute for Nuclear Research is holding the 19th international training programme “JINR Expertise for Member States and Partner Countries” (JEMS-19)
- On 9 July 2021, a traditional round table with the JINR Directorate summed up the results of the 18th International training programme for decision-makers in science and international scientific cooperation «JINR Expertise for Member States and Partner Countries» (JEMS-18)
- Ways to attract youth to science, experience, and tools for establishing JINR Information Centres, as well as the concept of JINR associate staff, were discussed on 7 July 2021 at a round table dedicated to the development of JINR interaction with universities, within the framework of the 18th JEMS
- On 5 July 2021, the 18th International training programme for decision-makers in science and international scientific cooperation «JINR Expertise for Member States and Partner Countries» (JEMS-18) started. Representatives of Bulgarian and Russian educational and scientific centres have come to Dubna for participation in the training programme
- At the end of JEMS-17, on 28 May 2021, a traditional round table took place to exchange opinions: it is important for the organizers to get feedback, confirmation of the necessity of such events, and participants could specify once again particular topics on which mutually beneficial cooperation is possible
- A round table on the issues of interaction between JINR and universities took place on 26 May 2021 on the sidelines of the 17th International training programme for decision-makers in science and international scientific cooperation «JINR Expertise for Member States and Partner Countries» (JEMS-17)
