At regular meeting of the JINR Directorate

The list of issues discussed at a regular meeting of the JINR Directorate (12 May 2016) included: the Order of the RF Government on signing the Agreement on the establishment and operation of the NICA complex; the main results and the plan of implementation of the recommendations and decisions of the JINR Finance Committee and the PACs; information about the working group on development of a long-term strategy for development of JINR until 2030; information about forming of personnel reserve in JINR subdivisions and readiness for June PAC meetings.

JINR Chief Scientific Secretary N.A.Rusakovich and JINR Vice-Directors M.G.Itkis and R.Lednický reported on the major milestones of the JINR Finance Committee and the Committee of Plenipotentiaries (April 2016) and the plan of implementation of the adopted recommendations and decisions. The main activities of this plan are preparation of a final report on the implementation of the Seven-Year Plan for the Development of JINR in 2010-2016, development of the final version of a new seven-year plan, programmes of improving JINR personnel salary regulations and of the concept of development of social infrastructure, as well as, development of proposals for application of international accounting standards in JINR. In the course of the discussion the most urgent social, human resources and other issues were highlighted.

Speaking about the development of the long-term strategy for development of JINR, V.A.Matveev emphasized that this work is carried out in all the major scientific centers of the world. The Director noted that the strategy of development of JINR proprietary projects designed to preserve the interest of the Member States, to attract young people is essential to the future of the Institute; he accentuated that this strategy has inherent value. R.Lednicky, R.V.Jolos, N.A.Rusakovich participated in the discussion.

A.V.Ruzaev informed on the formation of a personnel reserve in JINR subdivisions. He reminded the participants that lists should be drawn up before 1 June. According to the speaker, it is necessary to pay attention of leaders to the list of performers and to approve the personnel reserve regulations until 15 June. An important addition was made by V.A.Matveev, M.G.Itkis and S.N.Dmitriev; they emphasized the necessity of including experts from the JINR Member States in these lists.

The meeting participants were informed that projects of the forthcoming sessions of the Programme Advisory Committees had been prepared. The speakers noted that PAC members proposed to to expand the discussion of proposed project, and also to renew the Regulation for the JINR PACs. PAC Scientific Secretaries, as well as, I.N.Meshkov, N.A.Russakovich, D.V.Naumov, R.Lednický spoke in debate on this issue.

At the end of the meeting, V.A.Matveev informed on the upcoming June elections of RAS members and appealed to nominate candidates from JINR to vacant academic positions.
