At the meeting of the JINR Directorate

A draft of the JINR budget for 2015 and the three-year plan for 2015-2017, as well as appointment of a Working group for preparation of a draft of the Seven-Year Plan for the development of JINR in 2017–2023 and readiness for the JINR Scientific Council session of September 2014 were discussed at the meeting.
Speaking on the first issue, JINR Director V.A. Matveev emphasized that the draft of the budget should be clearly focused on the budget items based on contributions of the JINR member states and that financial planning for capital construction and scientific topics be treated with responsibility.

JINR Chief Scientific Secretary N.A. Russakovich reported about appointment of a Working group for preparation of a draft of the Seven-Year Plan. The Working group consisted of 19 persons headed by V.A. Matveev. A plan of preparation of the JINR development programme offers for consideration the JINR budget for the corresponding period, a phased calendar and a financial plan of implementation of the scientific programme, directions and phases of implementation of the personnel and social policy, educational and innovation programmes, development of engineering and computer infrastructures, programmes on education and training of young scientists and specialists, as well as popularization of scientific achievements of JINR. The draft of the Seven-Year Plan should be prepared before February 1, 2015, and after its multilateral and multi-stage discussions it should be adopted at the September meeting of the JINR Scientific Council in 2016 and approved by the JINR Committee of Plenipotentiaries.

N.A. Russakovich spoke about the readiness for the September session of the JINR Scientific Council, highlighting the main topics of reports on issues raised by the previous February event. Reports of JINR Director, JINR PAC Chairmen will be presented and the elections for a new VBLHEP Director will be held at the September session.
