At an extended meeting of the JINR Directorate

A regular meeting of the JINR Directorate was devoted to the milestones of the JINR Finance Committee and the November session of the Committee of Plenipotentiaries of the JINR Member States, implementation of new salary regulations, the personnel policy at JINR, appointment of the Working Committee on implementation of the JINR Seven-Year Plan. Information on preparing an international tender procedure to select a general contractor for the NICA project was heard.
V.V.Katrasev, V.A. Matveev and N.A.Russakovich noted the concern of the participants on the draft of the JINR budget for 2013 and, the draft of the membership’s fee of the JINR Member States for 2014-2016, and also to innovative and business activities of JINR. Special attention was attended to the forthcoming elections of members of the JINR Scientific Council and status of cooperation of JINR with the European scientific infrastructure (ESFRI, CERN, etc.). E.A. Krasavin, I.N. Meshkov, S.N.Dmitriev spoke in debate.
M.G. Itkis reported about rules of implementation of salary regulations. The new salary regulations will be implemented starting from 1 April 2013. V.A. Matveev, Yu.Ts. Oganessian, D.V.Shirkov gave their comments on the report.
Speaking about the personnel policy at JINR, R. Lednický, Yu.Ts. Oganessian, D.V.Shirkov spoke about a qualitatively new approach to formation of scientific and production groups. Attraction of highly skilled specialists to JINR, their effective work, and also valid youth policy will promote successful implementation of the JINR Seven-Year Plan. G.D.Shirkov, V.N. Shvetsov, S.Z. Pakulyak and V.A. Matveev spoke in debate.
V.A. Matveev and N.A.Russakovich reported about the appointment of the Working Committee on implementation of the JINR Seven-Year Plan. The Working Committee is established in leading fields of the Plan, consisting of 10 sections, for analysis of implementation of the JINR Seven-Year Plan for 2010-2016 and to draft proposals on adjustment and correction of basic control figures and schedule time of implementation of priority tasks.
G.V. Trubnikov and V.D. Kekelidze presented information on preparing an international tender for a general contractor on the NICA project. V.A. Matveev, R. Lednický and V.V.Katrasev supplemented the presentation.
