Regular CP session started with a welcoming address by President of Bulgaria

On 23 November 2020, a session of the Committee of Plenipotentiaries of the Governments of the Member States of the Joint Institute for Nuclear Research started in Dubna as a videoconference.

During the festive opening ceremony, President of the Republic of Bulgaria Rumen Radev addressed the session participants with a video greeting. President Radev in his speech reminded about the upcoming 65th anniversary of JINR, highly evaluated the Institute’s activities, noted Bulgarian initiatives aimed at strengthening of the cooperation, as well as expressed hope that as soon as the situation with the coronavirus is normalized the session of the Committee of Plenipotentiaries of JINR will take place in Bulgaria.

Dear organizers and participants of the session of the Committee,
Dear ladies and gentlemen,

On the eve of the 65th anniversary of the foundation of the Joint Institute for Nuclear Research, it is a great honour and privilege for me to address members of its supreme governing body – the Committee of Plenipotentiary Representatives of JINR Member States.

For many years, your organization has consistently expanded the subject scope of carried out research, improved its research infrastructure and developed international cooperation.

For a good reason joint teams of the Eastern and Western hemispheres are working on implementation of tasks set by the UN and other international organizations to improve the quality of life on Earth and achieve progress in important spheres of science.

The concept of future development of your organization as a large multidisciplinary international research centre, integrating fundamental science and innovations in a whole range of research activities, as well as implementing a substantial educational programme, is commendable.

There is no doubt that members of JINR Scientific Council, renowned scholars from the Member States and famous physicists from other countries, hand in hand with the European Organization for Nuclear Research, are a guarantee of efficient cooperation and successful development of research activities.

Unfortunately, this year the pandemic has prevented Bulgaria from hosting the regular sitting of JINR governing body and particularly on its soil officially launching a special programme of events dedicated to celebrations of the 65th anniversary of the Joint Institute for Nuclear Research.

The Bulgarian side has undertaken quite a lot of efforts to make the CPR meeting a success. I am proud the Bulgarian chairmanship in the CPR during 2014-2017 proved to be extremely effective and the decisions passed during that time, such as the start of the construction of the Factory of Super-Heavy Elements, laying down the corner-stone of the NICA collider, etc., have made a significant contribution to the future of the Institute and development of high technologies as a whole.

Please be assured that all planned scientific events shall take place once the overall conditions allow and our country will be happy to open doors to welcome colleagues from Dubna and the Member States.

I fully support the initiative of Bulgarian researchers to proclaim the coming 2021 the Year of Bulgaria in the Joint Institute for Nuclear Research to involve a maximum number of science and research organizations in joint activities.

Our country is ready to host the first European JINR information centre and take part in launching the mobile exhibition dedicated to its activities.

Dear ladies and gentlemen, we have a unique chance to develop scientific cooperation in studies of basic properties of matter, to work for the benefit of sustainable development, overcoming current environmental problems and improving the quality of life.

I take this opportunity to wish you all fruitful work during the session, good health and success in implementation of your projects and programmes for the 65th anniversary of JINR.

Presenting this video address, JINR Director Academician Victor Matveev noted, “The current session of the Committee was supposed to take place in Bulgaria, and we were sticking to our plan until the last moment. Unfortunately, only a sharp deterioration of the epidemiological situation made us change the usual full-time format of the meeting to a video conference. I would like to note that our Bulgarian colleagues prepared excellent conditions for holding the current session, in particular, a festive opening ceremony was planned at which His Excellency President of the Republic of Bulgaria Rumen Radev was expected to give a speech. Moreover, some events were planned in Bulgaria both right after the CP session and during the next year. It is a great honour for us that the President of the Republic of Bulgaria considered it possible to send us his video address after the change in the format of the CP session.
