Report on work performed by Trade Union in 2024

In 2024, the Trade Union operated in the areas of activity defined by the trade union regulation and the legislation of the Russian Federation. On 27 February 2025, the leadership of the JINR Joint Trade Union Committee (TUC) approved the final report confirming the organization’s satisfactory work.

During the reporting period, the Joint Trade Union Committee carried out constructive cooperation with the JINR Directorate on social and labour issues. On 25 April 2024, by the decision of the JINR Labour Collective Conference, the obligations of the parties under the Collective Agreement of the Joint Institute for Nuclear Research for 2023-2026 in 2023 were recognised as fulfilled. At the TUC initiative, the conference introduced an additional clause in the Collective Agreement defining the procedure for organizing annual meetings of labour collectives in the Institute’s departments: “7.3.3. At least once a year, the representative body and the employer are to arrange for the heads of JINR structural departments to speak at meetings of labour collectives about the results of work of their departments and further plans”.

In 2024, the Institute’s administration requested a reasoned opinion from the trade union in cases stipulated by the Labour Code of the Russian Federation. Most of the regulatory documents in social and labour relations were adopted with the Trade Union’s consultation. The Directorate of the Joint Institute for Nuclear Research and the Joint Trade Union Committee signed the 2024 Labour Safety Agreement.

At the suggestion of the TUC, a new Regulation on Bonuses for Repair and Construction Site Employees was developed and approved, taking into account the resolution of the Constitutional Court of the Russian Federation No. 32-P dated 15 June 2023. Specific conditions and indicators that determine the size of an employee’s bonus were defined.

Trade Union representatives participated in the work of joint commissions with the Institute administration, overseeing the issues of the Collective Agreement implementation, social insurance, labour disputes, and the Labour Safety Committee. Trade Union Committees’ Chairs took part in the Director’s meetings and the STCs of the Institute’s departments.

The TUC Children’s Commission took an active part in organizing summer holidays for the children of the Institute’s employees (by applying for vouchers to children’s health camps in the summer and helping in processing documents for the vouchers); helped list children to receive New Year’s gifts and distributed them; held leisure and educational activities.

The Trade Union Committees of the Institute’s departments analysed the implementation of the Collective Agreement, made proposals for its amendments and additions, participated in meetings of the JINR Directorate, STC, and other collegial management bodies of the departments; analysed working conditions and monitored the implementation of labour safety regulations; organized the distribution of vouchers to the Dubna Resort Hotel and camps for schoolchildren; conducted cultural and sports activities for employees, organized excursions, formed health clubs.
