Abstract:

After a brief review of the main achievements of the Wigner Function Moments method (WFM) in the description of nuclear scissors modes the relation between Random Phase Approximation (RPA), Quasiparticle-Phonon Nuclear Model and WFM method will be discussed. Especial attention will be paid to the comparison of the spin scissors (WFM) and low lying spin-flip excitation (RPA). Some of the polemical issues (aroused by the paper PRC 103, 064313, 2021) will be touched upon.
