JINR STC: social infrastructure development is among Joint Institute’s priorities

On 25 November 2025, the JINR International Conference Centre hosted a joint meeting of the Science and Technology Council and the Council for Social and Infrastructure Projects for the JINR Development. Topping the agenda were improvements of the Institute’s social infrastructure: renovations of the sites and buildings of the Joint Institute, the opening of new cultural and historical sites, and the provision of housing for JINR scientists and engineers from other cities and countries.
Institute’s Vice-Director Latchesar Kostov talked about the ongoing and upcoming repairs, reconstruction, and improvements of the JINR social infrastructure facilities.
Recreational facilities
The creation of an apartment complex for JINR employees on the territory of the Ratmino Health Resort will start with the construction of a three-storey building with 32 apartments: 25 two-room, three three-room, and four one-room ones. The construction is scheduled to complete by May 2027. Major repairs of the engineering networks of the Ratmino Boarding House are currently underway, and repairs of the roof and facade of the administrative building are nearing completion. Plans include building new recreational areas on the territory, including playgrounds and sports grounds.
The Dubna Pension in Alushta has commissioned an outdoor swimming pool this year, renovated and equipped a gym, playground, and hiking trails. The repair of engineering networks and landscaping continue. Renovations of the sauna and cafe building are nearing completion. The renovation of the roof of the club and canteen building will finish by next June. At the end of the 2026 season, after the demolishment of corridor building No. 1, a new building for vacationers will replace it.
The construction of a house for employees finished at the JINR Lipnya Tourist Resort, with a children’s playground and a gym equipped, the main lighted pier repaired, and park swings installed. Repairments of the southern wing of the main building and the small vessel berth are scheduled for 2026-27.
Next year, the first stage of the development of the Volga Tourist Resort will start. The construction of new buildings will proceed with due regard for both the pine forest and the overall atmosphere of the Summer School‘s venue.
JINR Cultural and Historical Complex and Exhibition Space
In a year, a world-class museum will open in the building of the former city executive committee on Mir Square (14 Sovetskaya St). The new museum will not only commemorate and popularise the achievements of the Joint Institute for Nuclear Research, but also cultivate a mindset of global collaboration and intercultural communication, create an attractive image of scientists and engineers, and spark interest in scientific research among schoolchildren and students.
The JINR Gallery on the second floor of the International Conference Centre is nearing completion. The aim of the first professional exhibition space is to tell the audience about the scientific achievements of JINR and the world scientific community through Art & Science in order to popularise scientific knowledge through an open dialogue with the local community and guests of the city. The space will include an exhibition area, a lecture hall, a workshop for invited artists, and recreational areas.
JINR Mir Cultural Centre
From the end of 2026 to October 2027, an overhaul will be carried out in the large hall of the JINR Mir Cultural Centre, including the replacement of engineering systems, fire safety upgrade, and installation of the multimedia equipment in the hall. The working group proposes to preserve the hall’s design as much as possible. Due to the renovation of the main hall, it is planned to move the JINR Main Facilities exhibition to another location.
Sports facilities
The overhaul of the JINR Sports Club will continue until April 2026, including the renovation of many rooms, stairs, and the replacement of all engineering systems.
On the territory of the JINR Yacht Club, a new build was constructed, engineering networks were replaced, and dock light pilings were installed. In July 2026, improvements the coastal zone and landscaping will be completed.
New locker rooms, bleachers, and fencing were added to JINR Tennis Courts near the Archimedes Swimming Pool, and lighting poles were installed. By June, a basketball court will be set up near the tennis courts.
Next May, the movement of the district heating line will begin at the Nauka Stadium. It is planned to install a new fence at the stadium in the summer of 2027.
Other objects
Car parking, lighting, storm drain, and bus stops are under construction on the territory adjacent to the VBLHEP JINR site. Parking and sidewalk fences will be installed, and the roundabout at Akademik Baldin Street will be expanded.
The VBLHEP canteen will get modern interior decoration in the future.
DLNP JINR Director Evgeny Yakushev raised the question of optimising the work of the food-serving counter at the DLNP Canteen to avoid the usual long queues. JINR Director Grigory Trubnikov noted that in the future, it will be necessary to increase the number of catering facilities at the DLNP site.
JINR housing stock
Grigory Trubnikov commented on the JINR housing stock. An audit and optimisation of the use of corporate apartments were carried out. About 20 apartments are renovated annually. The stock includes many small apartments located in old buildings. Such housing can be sold, with new, modern quarters purchased instead. A preliminary agreement was signed for the purchase of a number of apartments in a house that will be built in the Stela District.
The JINR Director noted that by 2030, the Institute should grow by about a thousand people. There are flagship scientific facilities and ambitious projects at JINR that are attractive for highly qualified specialists, and office housing should match this level. “The main task of the current Seven-Year Plan for the Development of JINR is to conduct experiments, which require people. Young scientists and engineers will come to us not only for the sake of science, but also with confidence that the working and living conditions will be comfortable as well. That is why we our investments in the development of our social infrastructure grew in comparison to those of the last 20-30 years. This is one of our priorities, and we will continue to focus in it,” Grigory Trubnikov concluded.
