Information of the JINR Directorate. A meeting on the milestones of the year

A regular extended meeting of the JINR Directorate which summed up main scientific and financial results for 2013 was held on 23 January 2014. JINR Director Academician V.A. Matveev noted in his speech that the JINR Member States on the whole fulfilled all their financial obligations. JINR received first contributions to the budget from Serbia and Cuba. An agreement with Germany was signed which made it possible to obtain currency funds for construction of the complex NICA.
At the same time, Dubna scientists made a great contribution to the discovery of the Higgs boson at the LHC at CERN, so the International Union of Pure and Applied Chemistry (IUPAC) now is considering the application of JINR for the discovery of four new superheavy elements. In the frames of activities for the NICA project, a longitudinal stochastic cooling of heavy ion beam was carried out for the first time for JINR Member States.
In the past year, taking into account a decision of the International Commission, the NICA project, as well as the complex system and DRIBs cryogenic moderators of the IBR-2 facility, obtained a positive decision of the state expert review.
A modernization of the JINR management system and its social infrastructure was proposed in 2013. Young JINR scientists participated in competitions for the presidential and government grants. The theoretician physicist A.V. Bednyakov became the laureate of the Presidential grant competition.
JINR Vice-Director M.G. Itkis focused attention on execution of budget commitment for main projects of JINR laboratories: they are practically implemented, with the exception of a small debt on loans. In the scientific part the following issues were noted: a target program on neutrino physics, a user strategy of the IBR-2 reactor, prolongation of activity on upgrading of the IREN facility and installation of equipment for nanostructure research, as well as the activities of the Laboratory of Radiation Biology as a user of the JINR basic facilities.
JINR Acting Vice-Director G.V. Trubnikov emphasized the necessity of full funding of the RF Ministry of Education and Science for fundamental and applied research. He appealed for active participation of JINR staff members in activities related to the Year of EU Science in Russia, more extensive development of scientific cooperation with China. Further he touched upon some features of development of regulations for internal audit and procurement of JINR, as well as arrangement of activities of all services related to development of JINR using the Automated Management System.
Continuing the theme of the results of activities of JINR subdivisions in 2014 Laboratory Directors V.D. Kekelidze, V.A. Bednyakov, V.V. Korenkov, E.A. Krasavin, V.N. Shvetsov, S.N. Dmitriev, V.V. Voronov, UC Director S.Z. Pakuliak specified figures of the expense budget of activities of laboratories, noted the main achievements in teams, highlighted the main problems in their work.
In conclusion, V.A. Matveev presented new Head of the JINR Finance and Economics Office A.S. Fefilov to participants of the meeting.
