JINR diplomas on conferring academic degrees were awarded

On 20 July 2020, Director of the Institute Victor Anatolievich Matveev presented JINR diplomas on conferring academic degrees to three applicants who defended dissertations: Davaasuren Sumkhuu, an FLNP employee, a citizen of Mongolia, Anton Vladimirovich Rutkauskas, an FLNP employee, a citizen of the Russian Federation, and Mikhail Mikhailovich Omelyanenko, a VBLHEP employee, a citizen of the Russian Federation. The awarding ceremony was held in a solemn atmosphere in the office of the Director and became the second such event in the Institute since the beginning of the implementation of the right to confer academic degrees independently. The awarding ceremony was also attended by JINR First Vice-Director G. V. Trubnikov, JINR Vice-Director V. D. Kekelidze, Chief Scientific Secretary of the Institute A. S. Sorin, Scientific Secretary of the Qualification Committee O. V. Belov, Scientific Secretary of the JINR Dissertation Council for Particle Physics V. A. Arefiev. Scientists received JINR diplomas with numbers 00002, 00003, 00004 respectively.

Davaasuren Sumkhuu was awarded the degree of Candidate of Physics and Mathematics with the dissertation “Study of power feedback and its influence on the stability of the IBR-2M pulsed reactor”, speciality 01.04.01 “Instrumentation and methods of Experimental Physics in Physics and Mathematics”. The defence was held at the FLNP Dissertation Council for condensed matter physics.

Rutkauskas Anton Vladimirovich was awarded the degree of Candidate of Physics and Mathematics with the dissertation “Impact of high pressure on the crystal and magnet structure of complex oxides and intermetallics of cobalt”, speciality 01.04.07 “Condensed Matter Physics in Physics and Mathematics”. The defence was held at the FLNP Dissertation Council for condensed matter physics.

Omelyanenko Mikhail Mikhailovich was awarded the degree of Candidate of Technical Sciences with the dissertation “Linear solid-state current regulators in fast-operating low-noise power supplies of the Nuclotron magnets” in the speciality 01.04.20 “Beam Physics and Accelerator Technology in Technical Sciences and Physics and Mathematics”. The defence was held at the VBLHEP Dissertation Council for condensed matter physics.

Congratulating the recipients of diplomas, the Director of the Institute noted an important role of the system of academic degrees conferring for the personnel support of the physical facilities under construction and planned for construction in JINR, as well as the role of supervisors of applicants for the preparation and defence of dissertations.

The scientists who received diplomas expressed their gratitude to the supervisors, the JINR Directorate and organizers of the system of independent academic degree awarding in JINR.

At the end of the solemn diploma awarding ceremony, Scientific Secretary of the Qualification Committee of the Institute O. V. Belov spoke about the system of conferring academic degrees at JINR.

“The right to confer academic degrees independently have been implemented by the Institute since 1 September 2019. A combined approach has been chosen as a model for the system of conferring academic degrees that includes both constantly operating Dissertation Councils and one-time Dissertation Councils established for the defence of particular dissertations. Academic degrees are awarded in the fields of physical and mathematical, as well as technical sciences.

Nowadays, 4 dissertations have been successfully defended to obtain the academic degree of Candidate of Sciences. The portfolio of dissertations submitted for consideration is growing: now there are 8 dissertations at the stage of acceptance for defence. Themes of the defended and submitted for defence dissertations cover almost the whole range of the key fields of the Topical plan of JINR: there are dissertations on theoretical physics, particle physics, nuclear physics, condensed matter physics, computing and computational physics.

The JINR Directorate takes a wide range of measures to ensure the operation of the Dissertation Councils and to encourage JINR employees to increase their qualification by defending dissertations.

The support and encouragement system is operating in JINR for JINR full-time employees who have defended dissertations: there is a one-time bonus for a successful defence of a dissertation in the JINR dissertation councils as well as a permanent bonus for an academic degree. Moreover, in 2019, the JINR Directorate decided to considerably increase the permanent bonus for an academic degree.

In the frames of the events aimed to ensure operation of the JINR Dissertation Councils, the Institute provides financial support of members of the JINR Dissertation Councils from other countries and cities in the format of paying transport and living expenses in Dubna. The visa support is provided if necessary.

Applicants are also provided with new opportunities not previously available in the Councils of the Higher Attestation Commission (HAC), which have operated on the JINR basis until September 2019. Thus, it is possible to submit documents for their primary consideration in electronic form: the own document management system of the Dissertation Councils has been created and now operates for this purpose, it is called Information System for Scientific Certification (ISSC) of JINR. It is now possible to prepare and defend dissertations in English. According to the legislation of the Russian Federation, after successful defence of dissertations, applicants receive diplomas in two languages that have the same legal force as diplomas issued by HAC under the Ministry of Science and Higher Education of Russia have. The operation of the Dissertation Councils provides participation of scientists from other countries as well, not only from the country of JINR residence.

It should be noted that in general, the system of conferring academic degrees created in JINR is based on the principles of openness and publicity of the dissertation defence process, and it was one of the basic conditions for acquiring the right to independently confer academic degrees, along with non-lowering and, in our case, even increasing requirements for dissertations submitted to our Councils.

We sincerely hope that events like today’s one will become a good tradition and an occasion for regular meetings for such pleasant reasons.”
