38th Reporting and Elective Conference of JINR Joint Trade Union Committee

On 16 February, the 38th Reporting and Elective Conference of the JINR Joint Trade Union Committee was held in the JINR International Conference Hall.

At the conference, all the collegial bodies of the Joint Trade Union Committee were elected by open voting: members and the chairman of the Committee, as well as members and chairpersons of the audit, accounting, editorial commissions, labour disputes commission, and social insurance commission, whose powers would last for the next five years. The election of a delegate to the congress of the Central Committee of the Russian Trade Union of Employees in Nuclear Power Industry was held.

Chairman of the Trade Union Valery Pavlovich Nikolaev presented a report on the work of the Joint Trade Union Committee from 1 February 2017 to 1 February 2022, which touched upon the issues of salary indexation at JINR, labour protection, social guarantees to employees, improvement of the quality of medical care, trip vouchers to children’s recreation camps, etc.

Valery Nikolaev said that the main task set by the 37th Reporting and Elective Conference of the Joint Trade Union Committee in 2017 to the Trade Union Committee was a constructive social partnership with the Directorate of the Institute. During the reporting period, two collective agreements were adopted for the periods 2017 – 2020 and 2021 – 2023.

Each agreement was amended due to changes in the legislation of the Russian Federation. In 2017, changes were made to the collective agreement to preserve the benefits and compensation of the Institute’s employees after a special assessment of working conditions if their working conditions remained harmful, but the harmfulness subclass did not allow them to receive, for example, additional leave. According to the collective agreement of 2017, as well as the joint decision of the Joint Trade Union Committee and the JINR Directorate, these benefits were retained.

Over the past five years, the problem of social partnership has been solved: JINR has joined the city trilateral agreement for 2021 – 2023 between local government bodies, the Coordinating Council of Trade Union Organizations, and employers of Dubna, the JINR city of residence. Representatives of the Trade Union took part in the work of a number of joint commissions within the framework of the agreement.

Problems of medical care are being solved. In 2017, people faced the problem of making appointments with doctors of Medical Unit No. 9. It has been successfully solved. “Our healthcare services have a chance to improve significantly in the near future,” the speaker noted. “Now Medical Unit No.9 has big plans to improve the quality of patient care. Great expectations are put to the cardiology department, which should open soon.”

Funds for voluntary medical insurance exceeded 43 million rubles (for comparison, in 2016, 27.6 million rubles were allocated for these purposes in the Institute’s budget).

There were no salary delays in the reporting period 2017 – 2022. Salary growth was provided in accordance with the budget adopted annually by the JINR Committee of Plenipotentiaries. Salaries and tariff rates were indexed every year. The minimum wage was determined in accordance with the Moscow Regional Tripartite Agreement.

In total, the JINR Trade Union currently has 2,759 members, trade union organizations are represented in all departments of the Institute.
