About the strategy of the Institute’s development

A regular meeting of the Science and Technology Council of JINR was held on 11 October 2019 in the International Conference Hall chaired by R. V. Jolos.

JINR Director Academician V. A. Matveev told members of the Council about a Directorate meeting held the day before dedicated to the discussion of the implementation of the JINR budget plan in 2020. He as well briefly outlined the milestones of the 126th session of the Scientific Council and congratulated A. N. Bugay on having been elected for the position of Director of the Laboratory of Radiation Biology. Considering the agenda of the STC, Director of the Institute noted that the major issue to discuss had crucial importance: the future of the Institute would depend on how we would set the priorities, on what fields we would choose to concentrate our efforts.

The report on preparing the strategy of the JINR development was made by B. Yu. Sharkov, a JINR Vice-Director, Coordinator of the International Working Group established in 2016 and chaired by V. A. Matveev. The reporter prepared his speech basing on the reports by representatives of the JINR laboratories made at the 126th session of the Scientific Council. Reporters told what new scientific research and experiments would be carried out and prepared to be conducted from 2023 to 2030 and in further years, how scientific and technological results should be achieved, what scientific infrastructure should be developed, as well as what would be the staff demands in the future. Furthermore, information about membership of thematic subgroups and organization of their work (meetings, workshops, video conferences, etc.) was reported on.

The Scientific Council recommended to the international working group to draft a single, integrated document based on the materials presented by thematic subgroups, which would outline the general strategy with its flagship projects and priority partners. The Council also recommended informing the Committee of the Plenipotentiaries at the CP session in November 2019 of the progress of drafting the Strategic plan of long-term JINR development. The draft of this basic document, as it was highlighted in the resolution of the Scientific Council, should comprise the strategy of increasing attractiveness of priority fields of JINR activities among young scientists.

The report was discussed by V. A. Matveev, R. V. Jolos, S. N. Nedelko, N. A. Russakovich, I. A. Savin, D. V. Peshekhonov, A. I. Frank, D. V. Kamanin, V. A. Shvetsov, Yu. Ts. Oganessian, M. G. Itkis, V. L. Aksenov, L. V. Grigorenko, I. N. Meshkov. JINR Director V. A. Matveev and STC Chairman R. V. Jolos offered a project’s solution at the end of the meeting. The International Working Group and subgroups on major fields of the Institute’s development will continue their work to present the draft of the document on the JINR website.
