STC: about JINR’s current work and medical issues

On 20 April, the meeting of the JINR Science and Technology Council was held in the International Conference Hall. The agenda of the meeting included an overview of events related to the Institute’s activities held since the previous meeting of the STC and reports by the heads of medical institutions of Dubna – the Medical Unit No. 9 and the Dubna City Hospital.

JINR Director Academician Grigory Trubnikov presented a report on the state of the art, meetings, and events at JINR. First of all, RAS Corresponding Member Scientific Leader of the Laboratory of Radiation Biology Evgeny Aleksandrovich Krasavin received congratulations on his 80th anniversary.

Later, the JINR Director mentioned the results of the meeting of the Scientific Council, the new Seven-Year Plan for the Development of JINR for 2024 – 2030 presented at the meeting, the concept of the modernisation of the Topical Plan, work on the Regulations on Grants and Programmes of Plenipotentiaries.

Grigory Trubnikov highlighted that topics and projects of the current Seven-Year Plan for the Development of JINR for 2017 – 2023 were approved for implementation by the end of 2023 at the past JINR Programme Advisory Committees sessions in June 2021 and in January 2022. It provided full expert support of the scientific programme of the Institute.

The speaker further informed the STC about the extraordinary meeting of the CP JINR held on 17 and 21 March. He also spoke about the Statement on the necessity to preserve the unity of the Institute, its scientific mission, and international scientific partnership in a peaceful environment adopted by the Plenipotentiary Representatives of the Governments of the JINR Member States at the meeting. The Statement expressed full commitment of the CP JINR to unconditional values of international scientific cooperation for the sake of peace and clear constructive attitude to the active implementation of the JINR scientific programme. In accordance with this Statement, the Institute works on the implementation of the research programme, the JINR Directorate actively cooperates with the Plenipotentiary Representatives of the Governments of the JINR Member States, cooperation issues with CERN are under discussion. The previously planned visits of JINR delegations to Belarus and Armenia have been held.

The Director highlighted some achievements of the JINR laboratories in the first quarter of 2022. The successful long run at the accelerators of the NICA complex, the installation of two new clusters of the neutrino telescope during the recently completed regular Baikal expedition, the MLIT‘s well-coordinated work on smooth functioning of all computer resources of the Institute, the commissioning of the new X-ray irradiation facility SARRP for LRB were among them. The speaker also talked about the modernisation of the IBR-2 reactor, the DC-140 accelerator, the preparation of experiments on the study of the properties of elements 112 and 114 at the DC-280 accelerator, the construction of the medical accelerator.

The Director’s report included important statistics: the Institute’s budget is fulfilled by 84%, salaries of the staff are going to be increased by 10 % and salaries of workers of production units by 20 % in 2022. The establishment of the MSU branch “Dubna”, the opening of the Information Centres in Arkhangelsk and Yerevan, the start of construction of a modern checkpoint at the site of DLNP, and many other events were among positive ones presented in the report.

The second part of the STC meeting was devoted to medical issues. Acting Head of the Medical Unit No. 9 of the FMBA of Russia Irina Larionova reported on the work and new opportunities of the Medical Unit No. 9. She spoke about the structure and organization of the Medical Unit. At present, it serves 17 enterprises of the city. Repairs, equipping, modernisation of the Medical Unit are underway according to the adopted development strategy of the Medical Unit No. 9 for 2021 – 2023. In particular, mobile teams for visits to enterprises have been created, repairs of premises are being completed, and the Industrial Medical Care Centre has been created. An electronic system for medical examinations has been created in the Medical Unit. There are no queues here now. Remote monitoring and the palliative department are being introduced, the rehabilitation department has been opened and one more is being commissioned now. One of the most significant issues is being solved – the creation of the vascular centre. Gratitude to the JINR Directorate for the support and assistance was expressed several times.

Chief Medical Officer of the Dubna City Hospital Alexey Osipov reported on the work and new opportunities of the city medical institution. The introductory part of his report covered information about the structure and the number of the staff. He gave more details about the Surgical Centre that started operating two years ago. 2,258 patients, including non-Dubna residents, have received medical assistance for three months of this year. As for the previous year, specialists performed 6,5 thousand operations. The report also covered such problems as the maternity hospital repair, the creation of the unified children’s polyclinic in the right-bank part of the city. Moreover, the speaker mentioned some demographic indicators in Dubna in comparison with the regional ones. Alexey Osipov noted with satisfaction that the Dubna City Hospital is being developed in cooperation with the Medical Unit No. 9. Everything is done in a consistent way, it was agreed not to poach staff thus to avoid creating duplicate services. These actions give hope for further work development of the medical institutions in Dubna.
